LEGISLATION

  • An Act Concerning The Provision of Bilingual Education in Connecticut (HB 5280) is a bill intended to create a seed grant program to plan and implement new dual language education programs. Read MABE's Written Testimony (March 4, 2022). Although the bill did not move forward, bilingual education funding was increased for the first time in decades. 
  • Parent Bill of Rights for English Learners/Multilingual Learners (part of House Bill 6762) was adopted by the CT State Board of Education on January 3, 2024.  This bill ensures that CT parents, students, and families who don’t speak English will have access to more resources in their native language.

SEAL OF BILITERACY 

The Connecticut State Seal of Biliteracy was established to recognize public high school graduates who have attained a level of proficiency in English and one or more other languages. On June 6, 2017, the Governor signed the bill into law as Public Act 17-29.
